The Third World and consumers will still be ripped off, but at least the Conservative Party will have re-established its role as clients of the sugar industry. From 1945 onwards, Tate & Lyle was a generous corporate sponsor. In 1996, with the party heading for defeat, the company spread its bets in a tripartisan fashion by funding New Labour and the Liberal Democrats as well as their traditional friends.

This year, Michael Portillo rebuilt bridges when he promised to abolish Labour taxes on companies which move money offshore, after Tate & Lyle, among others, had complained of the pain it would suffer from being made to pay its way. Bowen Wells, the Tory chairman of the International Development Committee, was an adviser to Michael Ashcroft, the offshore banker whose donations to the party brought him a peerage. Welles lobbied on Tate & Lyle’s behalf. The company enjoyed the indulgent tax benefits offered by Ashcroft’s Bank of Belize. Wells joined the assault on Short in the Commons last week.

In his book, Banks writes that he “grew up in Durban,” in South Africa. “All Out War,” a definitive account of the E.U. referendum by the British journalist Tim Shipman, similarly asserts that Banks spent his “early life” in South Africa. But Banks told me that although his father worked in the sugar trade abroad, mostly in southern and eastern Africa, he had remained behind in England, where his mother lived, and that until the age of eleven or twelve he had attended a “local school.”

What is beyond doubt is that, at around the age of twelve, Banks was sent to a tumbledown boarding school in Berkshire, England, called Crookham Court. At the end of each term, he told me, he was flown to wherever his father was then working — South Africa, Swaziland, Somalia — as if he were an “Army brat.” This peripatetic childhood seems to have informed his later politics. Banks shares with some other Brexiteers an imperial nostalgia.
